A case opened to give bikes more room on trains ended in a ban.

From 1 November 2026, ordinary bikes may not board Pågatåg or Öresundståg in Skåne on weekday mornings and afternoons. We are documenting how that decision was made, what it was based on, and what the public record shows. Every claim here links to its source.

What we have found so far

  1. The ban was filed under a case meant to expand bike access. In April 2022 the committee asked for an investigation into how to increase access for bikes on Pågatåg. The 2026 ban carries the same case number. Minutes 7 April 2022, § 27 · Proposal 24 Sep 2026
  2. The promised investigation was a three-slide deck. It arrived late, in October 2022, described problems as "perceived", and contained one number. It also said bikes did not compete with places for disabled passengers, a reason the 2026 proposal gives for the ban. Skånetrafiken, "Cykel på tåg", 6 Oct 2022
  3. The 2026 decision rests on one document. The case file lists only the chair's proposal. It contains no passenger counts or incident figures, and states that legal review and union consultation were not considered necessary. The preparatory committee on 15 September only lists the item as prepared, with no text or reasoning. Proposal 24 Sep 2026 · Preparatory committee minutes 15 Sep, § 17 c
  4. In 2024 the committee was told no further measures were needed. After the rules were tightened in 2023, the administration reported in February 2024 that the situation had improved significantly, that bike-related customer complaints were down 25 % on 2022, and that "no further measures are deemed necessary". A rush-hour ban had been listed in 2023 as a fallback if the new rules failed; in 2024 only route- and time-specific bans were kept in reserve, for problems reaching a "justifiable" level. Nothing in the 2026 case file explains what changed. Report-back 8 Feb 2024 · transcript · 2023 decision
  5. Partner regions are told after the fact. Öresundståg is run jointly by six authorities. The proposal sends the decision to the other regions and Öresundståg AB once it is made; the cooperation agreement asks Skåne to inform the joint company before decisions that affect the whole system. On 2 October Region Kronoberg replied that it had received nothing, not even the decision, and that the ban was never up in the owners’ council, board or management group. On 5 October Region Halland gave the same answer: no documents, and no decision received from Skåne. Blekinge said discussions had taken place but no documents were produced. On 9 October Västtrafik, another part-owner, wrote that the decision "ska förmedlas till oss men det har inte skett" (is to be passed on to us, but that has not happened). On 14 October Öresundståg AB itself replied that it has no minutes, decision papers or incident reports of its own on the ban; the only document it holds is the decision, received afterwards. Samverkansavtal, clause 2.5.2 · Öresundståg AB, 14 Oct
  6. The only data reached the committee at the meeting. Skånetrafiken showed a 22-slide presentation with incident counts and occupancy charts on 1 October. It is not among the documents listed in the case. The committee voted 7–6 against sending the case back for more information. The presentation was released to us on 8 October. The only estimate of the ban's effect on record is MP's, in its reservation: assuming 4 bikes per train and 12 extra passengers on each overcrowded train, the ban turns away about 600 travellers to make room for about 250, a net drop of about 0.65 % in travel. MP also writes that officials said at the meeting that commuters are not much of a problem. Our summary of the presentation · Minutes § 53, transcript
  7. EU passenger rights were not assessed. Regulation (EU) 2021/782, Article 6, gives rail passengers the right to bring a bike. Operators may restrict it, for example at peak times for capacity reasons, and must draw up bike plans in consultation with stakeholders. The proposal says a legal review was not considered necessary and does not mention the regulation. In the minutes, V argues that restrictions must be well founded and rest on operational or safety grounds, and that this decision is not; MP calls the measure disproportionate. Regulation (EU) 2021/782 · Proposal 24 Sep 2026 · Minutes § 53, transcript
  8. The crowding was predicted when ticket prices were halved. In May an opposition member warned that a temporary price cut would bring overcrowding without new trains. In August Skånetrafiken acknowledged peak-hour crowding. In September the chair tied continued demand to the cheaper tickets. SVT 26 May · SVT 21 Aug · SVT 25 Sep

The decision in brief

What the three documents behind the ban actually say. Quotes are in the original Swedish, with our translation.

The proposal, 24 Sep

  • Ban on boarding with a bike on Pågatåg and Öresundståg at peak, weekdays 06–09 and 15–18, from all stations in Skåne, from 1 Nov 2026.
  • Reason: rising crowding; bikes take seats and compete with passengers with disabilities, prams and aids; conflicts with staff.
  • Folding bikes, children's bikes without a chain and folded scooters still allowed. "Cykel" is not defined.
  • Does not apply in Denmark or outside Skåne. Anyone already on board is not removed.
  • "Inga ekonomiska konsekvenser", "ingen påverkan på miljön" (no economic consequences, no environmental impact). No legal review; agreements with Denmark "påverkas inte" (not affected). Unions not consulted.
  • Partner regions and Öresundståg AB are sent the decision after it is taken.

The meeting, 1 Oct

  • MP moved to send the case back for union input and an estimate of the effect. Rejected 7–6 (M, SD, KD, L against S, MP, C).
  • Hours narrowed by the chair to 06–08 and 15:30–17:30. The decision text itself only says "i högtrafik".
  • Added at the meeting: quarterly reports through 2027, a summer-2027 proposal, an in-depth evaluation in Q4 2027, and an assignment to build a bike-hire system with the municipalities.
  • MP (written) and C (verbal) reserved against the decision. S reserved only against refusing to send the case back, then proposed the follow-up additions together with M and SD (quarterly reports passed 11–2). V added a protocol note citing the staff union's figures and EU regulation 2021/782.
  • MP's reservation: no one was consulted, neither the unions nor Cykelfrämjandet.
  • Marked "justeras omedelbart" (approved at once), but signed on 4 and 8 October. Posted 8 Oct; appeal deadline 29 Oct.

Skånetrafiken's presentation, 1 Oct

  • "Ärenden": Pågatåg 249 (2024), 277 (2025), 392 (2026); Öresundståg 310 and customer service 93 (2026 only). "Ärende" is not defined.
  • Worst departures: 93–127 % of seats (07:08 Åstorp–Hyllie 127 %). Several lines mostly below 80 % in the ban window; Kristianstad–Hässleholm never above about 67 %. No counts of bikes.
  • Four options scored on five criteria: route ban 5, time ban 8, one-system ban 5, bike fee 6. Safety is not a criterion.
  • Recommends that the committee "i första hand överväga" (consider in the first instance) a weekday time ban.
  • "Det finns en risk för att en del kunder väljer bilen istället" (some customers may switch to the car); extra costs "kan slå hårdare mot vissa än andra" (may hit some harder than others).

What constitutes a bike in Sweden

Swedish law defines a bike in the Road Traffic Definitions Act of 2001, lag (2001:559) om vägtrafikdefinitioner, 2 §. The definition is wider than most people expect. A "cykel" is any vehicle driven by pedals or a crank that is not a toy. It is also a pedal-assist e-bike whose motor only adds to the rider's own effort, stops helping above 25 km/h and has a continuous rated power of at most 250 watts. Two kinds of electric vehicle without pedals count too: one-person vehicles for people with a physical disability built for at most 20 km/h, and other one-person electric vehicles of the same kind that have at most 250 watts or balance themselves.

Transportstyrelsen's guidance gives examples for each point: e-bikes, electric wheelchairs and mobility scooters, electric kick scooters and Segways. An e-bike with a throttle or a stronger motor is no longer a bike but a moped. A child's kick scooter or tricycle usually counts as a toy. Nothing in the definition limits the number of wheels, the length or the number of riders, so cargo bikes and tandems are bikes as long as they meet these conditions.

This matters for the ban because the proposal the committee voted on never says what it means by "cykel". It only points to Skånetrafiken's travel conditions, under which children's bikes without a chain, folding bikes, folding kick scooters and micro bikes may still travel as hand luggage when folded. The statute is written for road traffic, and a transport authority may define the word differently in its travel conditions. The proposal does not do that, so it leaves open whether it covers, for example, a non-folding electric kick scooter or a cargo bike.

  1. 1. Pedal bikeDriven by pedals or a crank, and not a toy.
  2. 2. E-bikeMotor only assists pedalling, no help above 25 km/h, at most 250 W.
  3. 3. Mobility vehicleElectric, for people with a physical disability, one person, at most 20 km/h.
  4. 4. Light e-vehicleSame as 3, at most 250 W or self-balancing: e.g. an electric kick scooter.

Region Skåne: minutes and case files

Answered

Minutes of 1 October, both case files from 2022, the 2023 report, and the basis for the proposal. Case files released 2 Oct; minutes and Skånetrafiken's presentation released 8 Oct after a reminder. The region's registry has sent all it holds; Skånetrafiken keeps its own registry and is still searching.

Region Skåne: data and safety

Sent 1 Oct

Incident reports, passenger counts, the "reports, videos and emails" cited by the chair, and correspondence with partners. Reminder sent 7 Oct, adding the Danish and DSB agreements, the basis for "not affected", and the basis for the "safety" claim.

Öresundståg AB

Answered

Whether Skåne informed the jointly owned company before deciding, and its own incident and crowding data. After first forwarding the request to Skånetrafiken, the company answered on 14 Oct: it has no minutes, decision papers or incident reports of its own on the ban. Its only document is the committee's decision, received after it was taken. Read the reply.

Danish Transport Ministry

Due 13 Nov

What the ministry was told about the ban and when, whether it was consulted, and the Öresund traffic agreement the proposal says is "not affected". Registered 8 Oct as case 2026-4873. On 16 Oct the ministry extended its deadline, citing older requests in its queue: it expects to answer by 13 November, after the ban takes effect and after the appeal deadline. Read the notice.

Region Skåne: cross-border rules

Planned

The rules for trips to and from Denmark, changes to the travel conditions and staff instructions. To be sent around 26 Oct, because a request only covers documents that exist when it arrives.
